Sentence-first mode: quotation marks are removed, but all hyphens and dashes are preserved. Paragraphs are filled with complete consecutive sentences up to the maximum goal. A sentence may run up to 150 characters beyond that goal to avoid splitting it; only exceptionally long sentences are divided at a comma or word break.

Paragraph priority: remove quotation marks, preserve all hyphens and dashes, replace exclamation marks with periods, keep complete consecutive sentences together, and fill each paragraph as fully as possible. Apostrophes inside words are preserved. Selected racial slurs, historical racial terms, and racial-reference phrases are preserved but capitalized and surrounded by warning markers for manual review. A flag review summary is added to the top of the processed output. A single sentence may exceed the paragraph maximum by up to 150 characters. Abbreviation periods like Mrs., Mr., Dr., etc., and U.S. are not treated as sentence endings.
