Sentence-first mode: quotation marks are removed, but all hyphens and dashes are preserved. Paragraphs are filled with complete consecutive sentences up to the maximum goal. A sentence may run up to 150 characters beyond that goal to avoid splitting it; only exceptionally long sentences are divided at a comma or word break.

Paragraph priority: remove quotation marks, preserve all hyphens and dashes, keep complete consecutive sentences together, and fill each paragraph as fully as possible. Apostrophes inside words are preserved. A single sentence may exceed the paragraph maximum by up to 150 characters. Abbreviation periods like Mrs., Mr., Dr., etc., and U.S. are not treated as sentence endings.
